Anything paid by a third party, the third party is responsible for reporting the payments made. through a new form called a 1099 K.
Paypal and credit card are prime example of third party entities. I've seen the 1099K and it just reports how much was paid to you each month and the total. So I presume that this applies to trainn as well as any freebie site.
The requirements for these entities to send one, (again from what I've read) is $20,000 or more in payments.. AND 200 payments or more.
So therefore, there will be lots of people who will not get this 1099K.
And of course, if you report your income on your own and you know how much you've been paid, a 1099 is not necessary for you to do your income tax return.

New 1099-K Reporting Requirements for Payment Settlement Entities
Beginning in January, 2012, payment settlement entities (PSEs) are required by the Housing Assistance Tax Act of 2008 to report on Form 1099-K the following transactions:
All payments made in settlement of payment card transactions (e.g., credit card);
Payments in settlement of third party network transactions IF:
-Gross payments to a participating payee exceed $20,000; AND
-There are more than 200 transactions with the participating payee.
